IDEA SUBMISSION AND REVIEW

We welcome all ideas for Marin County’s next Innovation Plans. Marin County is looking to submit between 1 and 3 new projects in the next year to the State Mental Health Services Oversight and Accountability Commission (MHSOAC) for approval. Ideas will be scored by a stakeholder committee composed primarily of people with lived experience with Mental Health and/or Substance Use challenges, and then reviewed by County Leadership and other community stakeholder committees. As part of our community program planning process, the selected idea(s) will also be released for a 30-day public comment period and the Mental Health Board will hold a public hearing. Ideas may be submitted to the county using the form below on a rolling basis. Contingent on continued available funding, the stakeholder committee will meet to review proposals submitted on or before the following dates:

  • January 27, 2021

Proposals were selected from the first round of INN review. However, community members are welcome to submit additional ideas on a rolling basis for consideration of other funding sources or future MHSA Innovation funding. 

PLEASE NOTE: This is not an application for funding directly for your organization or coalition. This is a form to submit ideas on what the next innovation projects the county should pursue are. If a given project is selected, completed, submitted to, and ultimately approved by the MHSOAC, funding for any community based organizations or coalitions will be awarded by the county on a competitive basis through an RFP process.

INNOVATION PROJECT CRITERIA

  1. It is new, meaning it has not previously been done in the mental health field; Innovation Projects must promote new approaches to mental health in one or more of the following ways:
    1. Introducing a new mental health practice or approach;

    2. Adapting an existing mental health practice or approach, so that it can serve a new target population or setting; or

    3. Modifying an existing practice or approach from another field, to be used for the first time in mental health.

  2. It has a learning component, which will contribute to the body of knowledge about mental health. The learning component is represented in the project’s Learning Question.

  3. It is focused on improving some aspect of the mental health system and/or mental health service delivery; Innovation Projects may be used for the following purposes:​

    1. Decreasing mental health disparities among specific populations;

    2. Improving outcomes through increased quality or efficiency of services;

    3. Promoting interagency collaboration; or

    4. Increasing access to mental health services (including permanent supportive housing).

  4. It is time limited.Projects are time-limited and must be completed within 3-5 years.

  5. Innovation ideas are not limited to a direct service, and can target a variety of aspects of the mental health delivery system including:

    1. Administrative/governance/organizational practices, processes or procedures;

    2. Advocacy;

    3. Collaboration and linkages;

    4. Community Planning;

    5. Education and training for service providers (including non-traditional mental health providers); 

    6. Outreach, capacity building, and community development;

    7. Permanent Supportive Housing;

    8. Policy and system development;

    9. Prevention and early intervention;

    10. Public education efforts;

    11. Treatment/services.

Mental Health and Substance Use Services (MHSUS) changed its name to Behavioral Health and Recovery Services (BHRS).  As such, all references in existing departmental policies and procedures to MHSUS can be understood to reference BHRS as well.
