Seeking Public Comment

California voters passed the Mental Health Services Act (formerly Prop 63) in November 2004. Since that time, Marin County Behavioral Health and Recovery Services Division has been involved in planning and implementing a number of mental health service strategies in accordance with MHSA funding guidelines.

The Prevention and Early Intervention (PEI) Component of the Three-Year Mental Health Services Act (MHSA) Program and Expenditure Plan is being released for an early review public comment period in order to release Requests for Proposals (RFPs) in a timely manner. The vast majority of the programs in the Prevention and Early Intervention component will be operated by community-based organizations and in order to ensure they are able to plan for FY20/21 we wanted to release this component as early as possible. The entire MHSA Three Year Plan will be released later this Spring and all RFPs will be awarded with funding pending Board of Supervisor approval.

Mental Health and Substance Use Services (MHSUS) changed its name to Behavioral Health and Recovery Services (BHRS).  As such, all references in existing departmental policies and procedures to MHSUS can be understood to reference BHRS as well.
