Mental Health Services Act (MHSA)

California voters passed the Mental Health Services Act (formerly Proposition 63) in November 2004. Since that time we have been involved in planning and implementing a number of mental health service strategies.

Effective immediately, Mental Health and Substance Use Services (MHSUS) changed its name to Behavioral Health and Recovery Services (BHRS).  As such, all references in existing departmental policies and procedures to MHSUS can be understood to reference BHRS as well.
