Hyacinth “Hy” Hinojosa is the Acting Director of the Marin County Department of Health and Human Services (HHS), the largest Department in the County. Hy has over 25 years of experience as a seasoned government executive, much of it promoting and protecting health, well-being, safety and self-sufficiency. Hy joined HHS in 2018 as Chief Assistant Director/Chief Operating Officer. Hy was previously the Assistant Regional Commissioner at the Social Security Administration. In this role, he was accountable for a $47 million administrative budget and for supporting 6,200 employees. Hy also served in senior policy positions on the United States Senate Finance Committee.
In February 2019, Hy assumed the responsibility of overseeing the 700-plus workforce of HHS and the implementation of all programs and high-profile initiatives including the Operational and Equity Strategic Plans. He is responsible for an annual budget of $180 million, which provides Public Heath, Behavioral Health and Recovery Services, and Social Service programs and services to all Marin County residents. Hy earned a Bachelor of Arts degree in Economics from San Diego State University, a Master’s Degree of Public Administration from CSU at Long Beach, and completed senior manager and executive programs at Federal Executive Institute, Georgetown University and UC Berkeley Haas School of Business.
