Jesse Regala Paran serves as HHS Chief Assistant Director / Chief Operating Officer for Marin County. She is a collaborative leader with 13 years’ experience leading and inspiring large-scale projects and teams.
Prior to her arrival in Marin, Jesse worked in the County of Sonoma and County of San Bernardino, where she managed public benefits and self-sufficiency programs. She enjoys bringing people, processes, and systems together to improve the lives of community members. Since joining Marin HHS as a Division Director in October 2017, Jesse has led many successful organizational changes including CalFresh Older Adult Expansion, migration to the statewide welfare system, CalSAWS and transition to a hybrid workforce during the COVID pandemic.
Jesse earned her Master of Public Administration degree from California State University San Bernardino and her Bachelor of Arts degree in Communication Research from the University of the Philippines. She is a Credentialed County Senior Executive by the California State Association of Counties and a graduate of the Stanford Local Governance Summer Institute.
Jesse lives in Sonoma County with her husband and their dog. On the weekends you will find her hiking and volunteering to build and maintain trails. She is a board member of the Redwood Trails Alliance, where she is working towards equity in recreational access and enjoyment of trails by all users.
