Dr. Todd Schirmer is the Director of Behavioral Health and Recovery Services (BHRS) for the County of Marin. In this role, he oversees integrated mental health and substance use services for low income Marin County residents who have Medi-Cal or are uninsured, as well as behavioral health crisis services for all Marin County residents regardless of insurance status.

Prior to his appointment to this role in August of 2022, Dr. Schirmer served as Division Director overseeing Mobile Crisis, Forensic, Re-Entry, and Diversion services in BHRS since 2019. This included the development a comprehensive continuum of behavioral health services for individuals at risk of incarceration, currently incarcerated in the Jail, and upon re-entry to the community. This work resulted in Marin County receiving recognition as a Stepping Up Initiative Innovator County and earning a California State Association of Counties challenge award in 2021.

Previously, Dr. Schirmer spent 10 years working at Napa State Hospital, with positions including Staff Psychologist, Senior Psychologist – Forensic Specialist, and Senior Psychologist Supervisor. He has maintained a small private practice in clinical and forensic psychology since 2010.

Dr. Schirmer earned a PhD in Clinical Psychology from Rosalind Franklin University, a MA in Clinical Psychology from the University of Hawaii at Manoa, and a BS in Human Development and Psychological Services from Northwestern University.

Dr. Schirmer is a licensed Clinical Psychologist and a Certified Correctional Health Professional. In his free time, he enjoys hiking the trails of Marin County with his son and rescue dog.
