Qualified Mental Health Experts for Behavioral Health Diversion

RFP Description: 

Marin County Health and Human Services, Division of Behavioral Health and Recovery Services, seeks to develop a list of Qualified Mental Health Experts to complete Diversion Evaluations. These forensic evaluations will assist the Superior Court in evaluating the appropriateness of community treatment for individuals charged with Felony offenses who have been found Incompetent to Stand Trial. Diversion Evaluations shall assess diagnosis, relationship between the individual’s mental disorder and the charged offense, or the relationship between the individual’s conditions of homelessness and the charged offense, and that the individual does not pose an unreasonable risk of danger to public safety. In addition, the evaluation should include a preliminary Diversion Plan and the likelihood that the individual’s symptoms of a mental disorder will respond positively to treatment in the community. QMHEs should be licensed professionals of the healing arts, inclusive of psychiatrists, psychologists, social workers, clinical social workers, marriage and family therapist, and licensed professional clinical counselors, with specialized training in mental health diagnoses and violence risk assessments. Applicants must have expertise in completing forensic evaluations using one of two approved violence risk assessment measures: History-Clinical-Risk 20, Version 3 (HCR-20v3), or Short-Term Assessment of Risk and Treatability (START). Evaluations will be paid at a rate of $2000 each.
