Marin County Department of Health and Human Services, Office of Aging and Adult Services is issuing a Request for Proposal to seek qualified public or nonprofit providers for the provision of the federal Older Americans Act Title III B Supportive Services Senior Center Activities, with a focus on LGBT older adults. Senior Center Activities, offered in-person or in alternative formats, such as web conferencing/telephonically, via drive-through or pickup offerings, or in a hybrid model combining virtual and in-person activities, may help LGBT and all older adults establish connection and alleviate some of the adverse impacts of social isolation during the pandemic.

Question: The outreach service category is defined as "providing interventions (one-on-one contacts) with individuals initiated by an agency or provider for the purpose of identifying potential clients (or their age 60+ caregivers) and encouraging their use of existing services and benefits. " It isn’t clear what “initiated by an agency or provider” means. As the grantee, are we the agency or provider, or is it an external agency or provider?
Answer: The term "agency or provider" refers to the grantee.
Question: If two agencies are submitting a collaborative proposal, does each agency need to submit a different application?
Answer: No. Only one submission is required. The narrative and budget should descibe the relationship between the agencies and varied responsibilities for the proposed service categories.
Question: Is a separate proposal needed for each service category?
Answer: No. Only one complete proposal is required. A narrative response is required to describe proposed each service category and how the agency will provide them, as applicable in the questions.
Question: Is a separate budget needed for each service category?
Answer: Yes. If submitting an online application, this can be completed in one Excel document, with separate tabs detailing each service category. If submitting a paper application, a separate sheet must be provided per service category.
Question: The list of required items on pg. 13 differs from the list of required items on the face sheet. Which is correct?
Answer: Both. The list of items on pg. 13 are required templates that can be downloaded. The complete checklist of items to be included in the proposal is listed on the face sheet.
Question: Does a blank scoring sheet need to be included in the proposal?
Answer: If submitting online, no. If submitting in paper, a copy of the scoring sheet must be included in each packet.
Question: We only need to submit "one complete proposal." But within that "one complete proposal," do you want separate Narrative Responses (Attachment B) for each service category?
Answer: Each service category requires a description in a narrative response. The narrative responses should go under each question. An entire separate attachment is not needed per service category.
