RFP Description: 

Marin County Department of Health and Human Services (HHS), Office of Aging and Adult Services (AAS) is issuing a Request for Proposal (RFP) to seek qualified public or nonprofit providers for the provision of one-time Modernizing of the Older Californians Act (MOCA)-State funded Older Americans Act (OAA) Title III B Supportive Services. Funds for MOCA are contingent upon the availability of federal, state, and local funds.

Questions and Answers: 

Question:  Are we required to spend the entire amount allocated for the first year in the first year?

Answer:  Yes

Question:  Can we propose a non-evidence-based program since RFP states evidence based preferred?

Answer:  Yes

Question:  If someone is a member of our organization, can they still participate in the program?

Answer:  Yes. Participants cannot be required to be members.

Question:  Please clarify indirect costs allowed for this proposal.

Answer:  The amount permitted for indirect costs is 10%. The definition of indirect costs is: Costs incurred for a common or joint purpose benefitting more than one cost objective and not readily assignable to the cost.

Question:  If awarded, is the invoice based on unduplicated clients as the unit of service?

Answer:  The invoice is based on the Unit of service = 1 hour.  Number of estimated unduplicated clients served must also be tracked and reported but the invoice is not based on this.

Question:  If 3 fall prevention programs are offered, how is an unduplicated client counted?

Answer:  Once for each program or only one time? The client should only be counted once.

Answer:  Is security training (RFP page 8 F) required for staff for the new funding if they have already taken it this year?

Answer:  No, not if the AAA already has it on file for the current year. The security training must be taken each fiscal year.

Question:  Does HIPPA (RFP page 9 III.A) apply to these RFP funds?

Answer:  There is no protected health information exchanged through the fall prevention program and none should be collected because it is not required.

Question: Is there no specific match requirement for this proposal?

Answer: Correct

Question: Is there a specific amount of funding that MCIL should apply for Residential Repair/Home Modification Services?

Answer: You can apply for the entire amount available or you can choose to apply for what you think you can spend if it is less than what is being offered.

Question: For our current funding we have a maximum of $1450 per client - can this amount be increased for this new project?

Answer: Yes, a bidder can propose an increased amount per client based on proposed services.  Budgets, including amounts per client, will be evaluated for reasonableness and the County reserves the right to negotiate such amounts when developing a winner bidder’s scope or services. 

Question: Is salary/fringe for program staff allowable on the budget?

Answer: Yes

Question: Do the questions need to stay on the form and do the questions figure into the number pages allotted for the section - for example Organization Capacity maximum pages is 2 and the questions and form instructions take up one page - so would that leave only one page to respond to the questions - is that correct?

Answer: There was a mistake on the attachments.  You have 12 pages total to answer all questions.  The 12 pages will need to include all sections and the form/questions themselves.  

Question: Please define what you mean by "characteristics" in "Document the number and characteristics of individuals being served..."

Answer: The characteristics are the demographics of the population you plan to serve.

Question: "Narrative responses should be provided directly on the Narrative Response Form": Do the questions need to stay on the form and do the questions figure into the number pages allotted for the section - for example Organization Capacity maximum pages is 2 and the questions and form instructions take up one page - so would that leave only one page to respond to the questions - is that correct?

Answer: You are allowed 12 pages total and this will include the questions. Please ignore page numbers allotted for each section.
