RFP Description: 

Marin BHRS is seeking providers that offer ASAM 1.0 General Outpatient, ASAM 2.1 Intensive Outpatient and/or Recovery Services for adolescents and/or adults in person.  Providers may also offer a hybrid model (telehealth and in-person), but the applicant must be able to provide services in-person.  Providers currently contracted with Marin County BHRS to provide outpatient substance use treatment services do not need to submit a proposal as part of this RFP process.

Question: Does this RFP have opportunities for drug testing for a fairly new business?

Answer: This RFP is for treatment and recovery services, and is eligible for applicants with a minimum of 3 years providing these services. 

Question: Can we reside in Harris County and still be a part of this RFP?

Answer: Services need to be provided in-person in Marin County, California, although they may include a hybrid telehealth component.

Question: Can you describe how you conceptualize recovery services as different from standard treatment?

Answer: Definitions are pulled from DHCS/DMC language. The way we most often see this operationalized in Marin County is that clients who have completed treatment may still benefit from ongoing services and support, but recovery support services may also take place at the same time as treatment.

Question: How can we learn about RFPs in Texas?

Answer: Marin County is not aware of specific locations where Texas posts RFPs.

Question: If DHCS has not yet provided DMC or CalOMS provider numbers, what should we put on our application?

Answer: If you are still waiting for DHCS to issue a DMC or Provider/CalOMS number, please write “pending” in the applicable area on your application.

Question: Is there a budgeted allocation of funds available for the proposed services?

Answer: No.

Question: Does the county feel that the current network of adult OP services is not adequate?

Answer: Adult OP services meet network adequacy standards.

Question: What were the total number of unduplicated adults served in FY 23-24?

Answer: There were approximately 1,180 unduplicated adults served in FY 23-24 in substance use services, including Sober Living Environments.  For community-based adult outpatient/intensive outpatient/recovery services (excluding OTP), there were approximately 350 unduplicated adults served in FY 23-24.

Question: RFP eligibility cites that ‘applicant must have a minimum of 3 years of experience providing the services being proposed.” Is this requirement met solely by years of OP services or specific to the adult vs youth populations? If a provider has only served youth for 3 years, would the qualify for adult and vice versa?

Answer: Given differences in serving youth and adults, this requirement is also specific to the adult vs youth population.  For example, if an applicant is proposing to provide adolescent outpatient services, then they need to have at least 3 years of experience providing outpatient services to adolescents.    Services provided only to adults does not meet the criteria and vice versa.

Question: Page 6 states “Services will be reimbursed according to a fee for service model for contracted services provided on the monthly invoice, not to exceed the total contract amount.  It is the responsibility of the contractor to track expenditures, and any services provided by contractor and/or subcontractors. Expenses that exceed the allocation will not be reimbursed.  Will the county be capping Drug Medi-Cal services for OP?

Answer: The county will not cap Drug/Medi-Cal services for OP.  However, if services for Medi-Cal beneficiaries are expected to exceed the contract maximum, then contractor shall work with the County to amend the contract to a higher contract maximum. 

Question: The RFP states “Providers currently contracted with Marin County BHRS to provide outpatient substance use treatment services do not need to submit a proposal as part of eth RFP process.”  Will current adult OP provides be offered a contract to serve youth population without submission of a proposal?

Answer: No. Providers currently contracted with Marin BHRS will not need to submit an application to continue providing the same services.  If a provider is contracted for adult only services, though would like to provide services for adolescents -or vice versa - then they should submit a proposal as part of this RFP. 

Question: Does the county intent to continue providing OP SUD services?

Answer: Yes, the county intends to continue providing OP SUD services both through its existing County-operated program and through its contracted network of providers.
